I got a iPhone 4 from my uncle but he bought it off Craigslist and we can't get in touch with the man anymore. So like I asked is it possible to get a upgrade?

Yes. Sell the phone and buy a newer one. That is the only way you can get it upgraded.
If you were referring to the software and forgot to say that, then see the following:
