Trying to set up new iPad Mini and it can't connect to iTunes Store

Getting server cannot be detected error message. I logged into my iTunes account, then plugged in my iPad to my laptop (Windows 8 operating system), and it doesn't show up under 'Devices' category in left-hand column.
