I had this same issue and what worked for me was power cycling my wireless network and the Apple TV. However, if the issue persists, here are a couple articles that will walk you through troubleshooting this issue.
Apple TV: Basic troubleshooting

Apple TV: Troubleshooting wireless connections

If the steps in the article above do not resolve the issue, then a restore may be needed.
Apple TV (2nd and 3rd generation): Restoring your Apple TV

Sep 12, 2013 10:16 AM in response to jason269by lnhannmann,Hey Jason,
I've tried all of your suggested steps to troubleshoot this issue however I have been unsuccessful. I was unable to restore my apple tv and was told "The Apple TV update couldn't be downloaded at this time". My Apple TV says that it is connected to my WiFi network however I am unable to sign into my itunes account, turn on homesharing, etc. I purchased my TV in the US but am currently in the UK...perhaps this could be the source of my issue or maybe it stems from my wireless connection? I appreciate any insights you may have.
Thanks,
Lauren
