iphone 4 setting

i have iphone 4 factory unlock. when i am restore my iphone 4 then some setting change like mobile data option change in cellular data. and i cant download application in appstore. why?

how can i change cellular data option in mobile data? my iphone ios is 6.1.3.

please tell me better suggetion.

iPhone 3G, iOS 4.2, ios 4.2.1
