Setup restriction on iTunes to allow Contact sync only

We are using Win7 and our user need to sync contact from Outlook contacts to iPad thru iTunes regularly, however, we would put some control on iTunes to restrict the user to sync contacts only, but not allow files or apps sync, any idea?
