At the advice of the Apple store, I have done a restore on my iPhone. It is now syncing the photos back to my iPhone but it has taken an hour to do just 55 and there's 2,500+ to download.

At this rate it will not be finished before the iPhone 10 is out! I don't even want the photos back on my phone. If anyone has any ideas it would be appreciated!!

Try aborting the process and try doing it again.

Go to Settings>General>Reset and tap Erase All Content and Settings. This will erase your device. Then you will go through the setup screens again as you did when your device was new, and when given the option, select Restore from iCloud Backup.
