You shouldn't have any problem. You can connect an external disc drive and use it without any problem

Many PPC Macs won't boot from USB drives in OSX, but many can be made to...

Works with USB1.1 also, but really slow.

You are much better off getting a Firewire DVD drive from http://www.macsales.com/ if the iBook DVD drive is broke.
