It shows as if it were available. I have reset the network settings and have also take out and put back the sim. Everything works on wifi. Any advice?

Have you contacted your carrier? Since you're not recieving cell data, that would be the first place to go to.

Possibly. Like are you using a protective case on the phone? Sometimes that can interfere with reception. But if you happened to call Apple, the first thing they'd do is ask if you've contacted your carrier. And if so, they would have the steps on where to go from there. But since your wifi is working, it's more than likely your carrier.
