Strange tingling sensation when charging in India?

So I've been in India for the past two months and have had this really weird problem where my Macbook tingles or vibrates when charging.

I never had this happen with my old (white plastic) macbook, but despite the vibration I went ahead and charged my MacBook and have not had any obvious problems. It charges unusually fast however (0% to 70% in 1-2hrs) and I am worried about the long-term impact of this as I intend to be here for a while. I've used my laptop very sparingly the past two months, and only charged it maybe six times.

The Macbook charger is supposed to be universal, but nevertheless I tried charging through a voltage convertor and using a grounded outlet, none of which helped. I'm not sure how else to fix the issue.

Basically, what I want to know is whether this is normal?? Has anyone ever experienced something similar? A friend reports that she had a similar experience in Italy, which has a comparable voltage to India. Feedback from other countries with 220V would be appreciated. And if you don't think its normal please suggest ways you can think of to stop it. Thanks a lot for all your help!

Two details that might be needed.

First, I have used the three-prong plug in grounded outlets at multiple times and locations. It makes no difference.

Second, to elaborate on the sensation since a friend I explained this to didnt understand. If I touch the laptop while its charging I can feel the whole thing vibrating. You could also describe it as a tingle, like a small electric current. No sound, just this tingle/vibration. Also you cant feel it unless you move your hand along the metal surface; simply touching wont actually do anything, you have to slide you finger.
