My iPhone 4 Bluetooth does not connect or pull up anything bluetooth signals

iPhone 4, iOS 6.1.3

What are you trying to connect to, the iPhone has a limited number of Bluetooth profiles and File Transfer Protocol (FTP) is not one of them.
