In itunes, it says that my iPhone is not able to register, and there for is not even configuring

somebody had stollen my iphone, and i just got it back. it had a different IOS software, and as i try and restore it, it will not restore because apparently it is not part of the developers? what do i do?

iPhone 4, iOS 6.1.4
