You can't if your phone is from China or Japan, they don't have a system like an English phone but if not there's a way to solve it on the left side there's a little line and you can move it forward and back click it backwards to the left and it should work I hope this helps you all.

As has already been explained, the mute switch does NOT silence the shutter sound on phones purchased in countries where that's not permitted.

Activate the RInger/Silence switch on the upper left side of the phone. Make sure to turn it back on when you're done.
Both answers are sort of correct. The only way to turn off the shutter sound is by using the mute switch unless you are in a country (e.g. Japan) where silencing the shutter sound is not permitted.

On page 75 of the manual for ios 6 it says
When you take a photo or start a video recording, iPhone makes a shutter sound. You can control
the volume with the volume buttons, or mute the sound using the Ring/Silent switch.
Note: In some countries, muting iPhone does not prevent the shutter sound.

Do you know if there is a listing available of which countries won't allow you to turn off the shutter sound? I live in Iceland and no matter what I do, the shutter sound goes off, which is really frustrating since I spend 90% of my time in a library...

No, I don't know of any such list. I know Japan is a country with such a stipulation. If the phone was originally sold for use in Japan, you won't be able to turn off the shutter sound even if you're now using it in the Philippines.
Just put the phone in Vibrate mode......
In countries where it is illegal to turn off the camera shutter sound, that will not work.
