Only if your carrier supports the use of iPhones through prepaid, you can do that.
Since iPhones are usually bundled with monthly subscriptions, it is highly unlikely.
It is, however, totally possible to buy an unlocked iPhone and then putting in a (new nano) sim.
It did this myself and it worked fine. I live in The Netherlands, just so you know.
Now I think of it, my house mate has a prepaid iPhone 3GS.

If the carrier allows iPhones on their prepaid plans, sure. Contact the carrier you're interested in.
To answer the slightly different question you asked in the subject line, no, an unlocked phone is not the same as a prepaid phone. "Unlocked" refers to the fact that the phone is able to be used on any compatible carrier. "Prepaid" refers to a type of price plan, to how the carrier bills you for service.
