The only other possibility would be to restore from a backup - as long as the backup does not contain the passcode. Otherwise, restore as new to remove the passcode.

iPhoneTo clarify what Demo said, if you want to preserve data, you would have to have made a backup of the iPad at a point prior to the restrictions passcode being set. If you restored from a newer backup, the restrictions passcode would be restored as well. If you don't have a backup, then you will need to wipe it clean, a.k.a. restore to factory settings.
