Q: iTunes Match gets to step 3 and then restarts before it even uploads a single song - stuck in a nonstop loop

iTunes Match gets to step 3 and then restarts before it even uploads a single song...this happens on a nonstop loop. I have done a lot of troubelshooting and the issue is still happening. I have turned off Match while holding "Option" and have reinstalled iTunes but the issue still happens. It is quite frustrating as their are many tracks not matched that I would like to listen to on my phone.
