To clarify.
You do not need to sign up with a carrier if you don't want to with either model of iPad.
The Wifi only iPad uses your own Wireless network at home or at coffee shops to connect to the internet.
The Cellular or Mobile model does not require a carrier plan either. It still has thw Wifi portion that can be used as above. If you want to have internet everywhere you carrier has cell service, and not be tied to a Wifi network, then you need a cell plan from your carrier. Otherwise Wifi is your friend, and you don't have to pay anything else.

Technically, you can even buy a cellular model and not activate the cellular service and you would not have to pay for a monthly data plan if you don't want too use it right away. Some people will buy a cellular iPad and then activate the plan when they are ready to do so.
However, it would be a waste of money to spend the extra $$$ if you never wnat or need the cellular service.
Only if you buy a model that has both Wi-Fi and broadband. A cellular account is not required for a Wi-Fi only model.

Unless you need or want the GPS chip, which only comes with the Cellular model.
I don't think it is necessarily a "waste of money."
I use the celluar service when I am traveling and will not have wifi connections on a regular basis. When I am at home and using wifi, I discontinue the cellular service and pay nothing.

OK. Bad choice of words... Waste of money... it would be a waste of money to me since I have a Garmin and i don't travel into the woods and get lost and need to find the North Star or need ro have my GPS enabled iPad to find my way out.
