I am not able to send or receive text messages.

Recently received a refurbished phone from the Apple store. Not sure if this is an issue with my provider or with the phone itself. Calls and apps work.

iPhone 5, iOS 6.1.3

It may be a provisioning problem with the new phone, call your cell provider.

Thanks. Supposedly it is an issue with the cell tower affecting text messages.
