Garageband...sample rate, buffer size
Where can I adjust these parameters on Garageband? Also, where do I find the recording file type eg. broadcast wave, AIFF, or wave?

GaregBand will always record in aiff. The output for the mixed file will be set in the "Share" menu, when you save the song to disk or share to iTunes.
The sample rate is set in the "AudioMidi Setup" utility for the input you are using:
