iPad mini stolen in Spain last week

Sorry, but there is no way to track the iPad by any means other than Find My iPhone, absent you having prior to the theft installed a third-party tracking system, something that would just as easily be defeated. If Find My iPhone is not working, all you can do is report the theft ot the police and change passwords to any applicable accounts such as for your Apple ID.

Apple (and no one else) can not assist (with serial number or iCloud) in finding a lost or stolen iPad.

Report to police along with serial number. Change all your passwords.
