I just expand my icloud space to 20GB on 19th June, 2013, why I received letter complimentary iCloud storage upgrade expires on September 30, 2013.

If you weren't a MobileMe user, ignore the letter. The free 25 GB iCloud storage expires for MobileMe users on September 30th, 2013, so now they have to downgrade to 5 GB or pay for 25 GB.
If you upgraded to 25 GB storage, ignore it because you will keep your storage
