My iPod touch was just stolen today 8/1 at 12:00 with the GPS on but the unit is off. Can I put this serial # in somewhere so no one can access it or try to reset it or do something with it at an apple store ?

The serial number will do nothing to help you locate it.
Report it to the police and change you passwords.
There is nothing more you can do.
