Since MobileMe has been shut down for over a year now, there is no more "transitioning" going on.
So, despite the fact that you were a MobileMe customer, if you are just setting up an iCloud account now, then you are not really "transitioning" from MobileMe to iCloud. Ergo, the 5GB of storage.

The reason I'm mentioning this now is because I just received an email from Apple stating tat I will be listing my complimentary 20 gig space when I never received it in the first place. So I guess I'll speak to someone in customer service tomorrow about my issue.
