Most videos through web apps won't play

Hi Apple Community,

I have a problem with my iPhone 4 playing videos through web apps such as safari, chrome, and mercury. The problem is I cannot play videos from websites such as dailymotion, metacafe, break, etc. I cannot play YouTube videos through web browsing apps some of the time, however, when using the dedicated YouTube app they work fine. When I go to view the video (the image has loaded, but there is no circular play aero on the actual image like QuickTime) it dims the screen and goes black like it is going to play. Then it pops up the circular play image with a slash through it. Like a no smoking sign. There is no play, fast forward, or rewind menu near the bottom as there should be. The video won't load and I'm stuck with a black screen and the slashed play button. I have fully restarted my iPhone, wiped to factory settings, and restored, but nothing has worked. Any suggestions would be greatly appreciated!
