I Recently Got iPhone 5 and i noticed thats there no face time in setting what can i do and i need to fix it any help ?.

FaceTime does not have its own app. You can make FaceTime calls from your Contacts.
To access FaceTime settings:
Settings > FaceTime
there's no facetime in settings
Check your Restrictions settings to make sure it isn't blocked

Where did you purchase the phone? Phones purchased in UAE and some other Middle Eastern countries have Facetime permanently disabled on the device.
If you bought this phone from UAE, Dubai or other middle east country, then Facetime is permanently removed. The government does not allow Facetime in these countries.
i got it as a gift from dubai is there anyway to get facetime in it software or anything ?
No. Phones from the UAE have Facetime permanently and irrevocably removed due to a Government regulation, there is no way to add it in to those phones.
No. It is banned by law and has been permanently removed from all phones sold in KSA and UAE.
Facetime is permanently removed as dilbert41 says. There is no way to recover that. Only software solution is to use a similar app like Skype.
