Actually on iPads Facetime does have its own App. Its only on iPhones where its accessed only through the Contacts App and has no visible App icon.
Make sure its not restricted in Settings->General->Restrictions->Facetime

If the option is not there your country may not allow for facetime.

No. On iPads Facetime has its own icon, it can be accessed through the Contacts app but it doesn't have to be.
You say you bought it in Egypt, but who or where did you buy it from?
Was the Phone originally an Egyptian phone? If it was a used iPhone that came from another country, perhaps in the UAE it does not have Facetime and no way to install it.
If you tell us the Model of iPhone you have by going into Settings->General->About->Model we can determine what country the iPhone is from.
