How can I change the size of photo's I want to print?

One way is to use the iPad's photo app to get the right size, then let it display on your screen. Then take a screen shot (by briefly clicking the home and on/off buttons at the same time).

The screen shot will then be in the iPad's Camera Roll. You can open and print that.
