My iPod touch 4th gen was jailbroken. I updated from 5.0.1 to 6.1.3, and ever since, the ipod had the flashing apple logo. The home button is also broken, so I cant put it into dfu mode. Is there a fix, as I cant afford a new one.

No, you have to put it in DFU mode to clear the jailbreak. You can make a Genius Bar appointment at the nearest Apple Store and do an out-of-warranty replacement for I believe $99.
