Not sure what you asking, but if you are resetting the phone back to factory defaults then you shouldn't be asked for the previous owner's id, that should only happen with iOS 7 which is in beta only (it will be publicly released later this year). Is that what is happening ? If it is then you will need to contact the person that you bought it from, and preferably get a refund - as iOS 7 is beta only it is likely to still have bugs, so it may not function properly.
Or do you mean something else ?
