Sounds like there is hardware damage or failure and if so and the iPhone is no longer under warranty, Apple offers an out of warranty or not covered under the warranty "repair" price that pays for an exchange at a significantly reduced price off the full retail sales price. The exchange will be the same model, storage capacity, and color.

The cost in the U.S. for this with an iPhone 4 is $199 plus tax.
