On iPhone, going from iTunes to store there is a more tab where downloads show up.
What about iPad? It looks like you have to go to purchased tab? When I do that I find my whole collection, of course. I can't find the item I purchase. When I try to purchase again, I get the message that it was already purchased. Syncing with mac not an option right now.
In the purchased tab of the App Store, did you tap on Not on This iPad at the top of the screen? If the app is not on your iPad, it should appear in there. If it happens to be an iPhone app - you can tap on the button in the upper left corner to switch from iPad to iPhone apps.
If the item is compatible with the iPad, it's still in the store, and it'san item type that can be re-downloaded in your country then it should show in the Purchased tab in the App Store, iTunes store, or ibookstore in the iBooks app on your iPad. If it's iPhone-optimised app then you will need to tap the 'iPad Apps' button at the top left of the Purchased tab in the App Store app and select 'iPhone Apps' for it to show.
If you still can't find it then is it hidden : hiding and unhiding ? You can't currently hide or unhide items directly on devices running iOS 6, but you should be able to see if anything is hidden and potentially download it from that list.
Tried that, hard to find among hundreds of other songs etc but even using recent purchases, nothing shows up. The item is an audiobook.
That answers that. Audiobooks cannot be downloaded again for free. You can sync it to the iPad from iTunes, but free downloads from iCloud do not include audiobooks.
I know syncing is not an option for you right now, but unfortunately, your hands are tied right now.
