There is no reason on a 2013 macbook Air for a cooler, it runs amazingly cool by default.
I wouldnt even consider it, even forgetting the fact of its completely unnecessary power drain from the Air.

Nope always..Sometimes it gets warm.
And I need it cause it gets hot too much when i play some games.
Will it do job and keep it cool while gaming?

You should NOT consider that USB cooler as an option,...it running hot during gaming is normal, however if you want a solution you should consider this instead:
if you have a tiny fan pointed at the back of the macbook Air, thats a better option, however other than getting warm during game play, the Macbook Air runs cool, and the new Haswell much cooler.

Can you just simply tell me if it will work on Mb Air, make it cooler while gaming and are there some negative effects on using cooling pad? XD (for example shorten battery life, or whatever)

It will work but highly recommend not using it for the negative effects of a possible power spike and frying your USB bus (Ive heard several reports of same).
There are lots of things that will work that shouldnt be done, ...the USB fan cooler via the Macbook Air USB port is one of them.
