Well if they have an iOS device just try and FaceTime them and see if it connects. You could send them messages and ask them if they have FaceTime enabled

There is no way to determine this looking through your Contacts list on an iPhone. However, once you place a FaceTime call to someone, a camcorder icon will appear in the FaceTime box for their listing.

FaceTime calls are free. They only require a data connection, WiFi or 3G(if your carrier supports such). If done over 3G, the call will count against your data plan
