outlook setup error - setup couldn't be started because the iCloud server couldn't be reached.

Can't setup Outlook 2013 to sync with Mail, Contacts, Calendars....the attempt to setup for Outlook pops up with a box stating "Outlook Setup Error" -Your setup couldn't be started because the iCloud server couldn't be reached. and if i click on the Report button, the outlook mail starts but can never send out the long email that is coded with all kind on computer codes. and is stuck and goes no where.
