i dropped my iphone in the toilet yesterday and stuck it in a bag of rice. Today i tried turning it on and it didnt turn on. will this be covered by insurance?

That would depend on the insurance you purchased. Only your insurance company would know what your plan covers.
If you mean the standard Warranty that Apple provides with all devices they sell, then no, water damage is not covered by the warranty.
Insurance is different to Warranty.
so if you have insurance on your iphone 4s, liquid damage isnt covered?
