error in accessing iTunes Store Ox80092013

I have purchased an HP 5750, installed Home Premium, and Norton 2013 IS. My proxy server is American Family Online web browsing filter. I am able to get to iTunes through the proxy server, but as soon as I login to it I get the message, "Error in accessing Itunes store. Unknown error. Please try again later." I get the error code Ox80092013. I contacted the proxy server and was told it was not a problem on their end. My account has been inactive for several months, so I tried creating a new account but still get the same error message. If it is permissible, please rely to heartsong100@gmail.com.
