Intel Mac mini as a server

So a week or so back I picked up a new Intel Mac mini to use as a server for my small office to replace the Imac G5 we were using before. The idea is that it would run a test web/sql server (using MAMP), file server (since it has gigabit ethernet), and a router for about 6 other machines.

The problem that came up very quick is that for some unexplained reason when I connected all the devices up to the network it became obvious that the mini was blocking some ports/protocols. My vonage box refused to work, I couldn't use a vpn for an outside network, and some other services are acting up. I checked the firewall tab in the system preferences and it is turned off as it should be. Any suggestions?

MBP 2.16, iMac G5, Mac Mini 1.5, Mac OS X (10.4.6)
