What do i do if my kid bought a 11.99 in app purchase. Is they anyway to get the 11.99 back.

I also had this problem about 2 months ago on another game called marvel war of heros but it was a 19.99 purchase

All sales are final. There are ways to make sure your child does not make unauthorized purchases, like not lending a device with your credit card information to them, or enabling restrictions.
