When I apply a key word to an image I want the option for every keyword above it (which it is subordinate to) to follow -- by showing up in the image keyword field.
In the example you provided if I were to apply 'Rose' to an image I want the option for Flower, Vegitation, and Nature to follow as keywords.
My application will apply to construction projects in the general following fashion:
Project Location > Project Name > Subcontractor Name > Person's Name
My hope was that by applying the Person's Name keyword to an image that the Project Location, Project Name, Subcontractor Name will follow ... otherwise I have four times the work every time I want to keyword down to a person.

No, Aperture will apply hierarchical keywords implicitely, but not spell out the full hiererchie in the lists. You will not see the parent keywords in the keywords fields, since that would be redundant information; they will only show, if there is an ambiguity, for example in the searchHUD:
As an example - the Stock categories "Wedding" defines "Flowers" twice. In the Search HUD you will see this, if you use both "Flower" keywords in a project:
Wedding > Detail > Flowers
Wedding > Preparations > Flowers

But the Metadata field "Keywords" will still only show one "Flowers" keyword as applied, even with both of them applied to the image:

I consider this as a bad design, for you cannot tell from the one keyword "Flowers" in the list, if only one or both "Flowers" keywords have been applied, and ifonly one of them, which it is.
