If you have backed them up as you always should, then you can.

You get one download of ringtones. As always. it is your responsibility to backup your purchases

I called Apple Care and they told me the only way to restore is buying them back again. Ridiculous, specialy if you are buying a new iPhone and you have to shell money again for your ringtones. They are NOT back up in iCloud or local backup. If you restore your phone or upgrade to a new phone you losse them. This is exactly what I was told by the Apple representative.

No downloads from the store are included in an iTunes backup. You should copy your downloads from your device to your computer's iTunes via File > Devices > Transfer Purchases so that you take a backup copy of them

Sorry but they are not backed up.You loose them as I was explicitly told by Apple Care support.

If you do File > Devices > Transfer Purchases then they will be copied over to the Tones part of your computer's iTunes library - mine copy over. Similarly your other downloads from the stores will be copied over. No downloads from the store are included in an iTunes backup
