Use of Facetime in Oman is illegal.
FaceTime is not illegal in Oman. If the device is a UAE model then it will not have FaceTime. They sell UK & USA models in the local shops, if it were illegal they would only sell UAE models.
The UK and US modesl sold in the local shops are being imported and sold there illegally.
Since you don't understand how the laws work, either internationally or in your own country, I would recommend against submitting commentary about those laws. The sale of those models in your country is ILLEGAL.
So why has it worked fine for the past 6 months? There is no news saying it has been blocked or illegal. They sell them in the retail shops not only in the local shops. I brought all my devices from the UK and they worked fine. I don't think this is a Oman thing I think it's a Apple thing. Last time it went off it was Apples servers. If it is blocked like "Skype" then it needs to be made public.
Then go submit feedback to Apple. This is a user-to-user forum. Apple doesn't read these forums.

As I said there is no mention of Oman.
I'm only after a solution as we used it to contact family and friends at home.
As stated 10 April 2012 by the Oman Government VOIP FaceTime, WhatsApp & Viber unblocked.

Apple doesn't block Facetime. It's the wireless carriers/ISP/governments that do so. All Apple does is follow the local laws regarding what features are available on a device. That's why any U.S. versions of iPhones sold in Oman are illegal. It violates Oman's import policy. That's not Apple's fault; that's whoever smuggled them in.
If Facetime isn't working in your area, but working for others, then it's a local issue. Contact the local ISPs & wireless carriers.
The US and UK versions are being imported and re-sold illegally. Apple is required by law to remove facetime from phones sold there. It has nothing to do with whether the ISPs block it. It is not legal for Apple to sell iPhones that contain facetime in that country.

HT1937 makes no mention of Oman, one way or another; therefore, it's not proof, one way or another, about the Facetime issue.
What is your government's official position on Facetime? And I don't know that the iPhone is supposed to be 'officially' sold in Oman. What is the Model number of your phone? (Settings > General > About > Model)

Looking carefully at http://support.apple.com/kb/HT1937 It appears that there are no supported carriers in Oman at all. Therefore, I was incorrect in stating that it is illegal there. I apologize.
Any and all iPhones sold in Oman are gray market phones. iPhones are not officially available in Oman at all. If facetime isn't working for you there, then take it up with your carrier.
