My Ipad is unresponsive after showing an icloud storage message

My Ipad is displaying the message _ this i pad cannot be backed up etc you can manage storage in Settings- then it has 'close' or 'settings' options but neither will work and the whole ipad is now unresponsive. I cannot even switch off. Any suggestion
