Dropped phone in river. If phone turns on, can it be fixed?

Dropped phone in river. Dried out in rice for over 48 hours. Phone turns on with Apple showing, a few lines of code pop up on the top of the screen and now white scree. Phone is presently charging. How can I get it to work again?
