Delayed Emergency Alerts

The emergency alerts on my AT&T iPhone 4S are always incredibly delayed. For example, I just received an alert at 9:47pm that said "Flash Flood Warning this area til 8:30 PM MDT" (location- Colorado Springs). This is not the first time it's happened- my severe weather alerts always notify me well after the threat expires. What good does the alert system do me if I'm going to receive warnings over an hour after they expire? Is anyone else having this issue? And if so, do you know of a solution?
