Now a days apple is not allowing to create id without a credit card. However while some searching i fount this solution you can try this :  create apple id without credit card

Yes they are, you just have to follow these instructions : Create an iTunes Store, App Store, or iBooks Store account without a credit card or other payment method - Apple Support

I tried the procedure from PC and iPad

It goes all the way however it is not letting me to complete the creation.

It is giving the link to contact iTunes support.

Could someone try confirm that we are still able to create Apple ID using the payment option None please?
