CMCSK has posted a link to a US-only, MagSafe charger replacement program from last September. The MagSafe is only used on Mac laptops, and this program is only about replacing defective Apple hardware because there are no third-party MagSafe chargers.
Russa has talked about a charger replacement program that is completely different, announced last week. This one is worldwide, and is only about non-Apple chargers for iOS.
Were you interested in the MagSafe replacement, or the iOS charger replacement? If you want the iOS charger replacement, this is the wrong forum, but I understand that all you have to do is walk into an Apple Store with the charger and the serial number of your iOS device.

I don't think it's free. I read that it should be about the equivalent of US$10 in your local currency.
