airtel network. unable to find option Cellular data networks in iphone settings -> cellular. Can anyone assist how do we get this option enabled.

My friend was in Qatar and was using iPhone 5. Now he went to india and using Indian carrier airtel sim and he is not able to connect to apple store and Internet and any applications, except viber. When he called carrier's customer care, they suggested to update APN details on Cellular data networks option in phone. Here now the problem is he is not finding the option Cellular Data Network option under settings, general, cellular. Please assist. And advice what needs to be done.
