ITUNES CONNECTION

my itunes is not being coneccted to the internet as i have windows 8 i am having problem connecting itunes to the internet ,,,,, i need to restore my ipad software but it says you have to be connected as i have reinstalled it about 4 times it didnt woRK> KINDLY HELP ME ILL APPRECIATE THAT!!
