Well the spec page. http://www.apple.com/ipad-mini/specs/, for the iPad Mini says it gets up to 10 hours battery life given a set of usage characteristics. So do the math for 1% and convert to minutes.
Keep in mind that the specs are for a specific theoretical situation. Your actual experience may vary. And as the battery loses charge the rate of lose is not linear. So your lose between 10% and 1% may not be the same lose as between 100% and 90%. Do some experimentation and let us know.

It depends on the usage of the device and the health of the battery
Battery life, however, is not linear so such a simple computation is most likely going to prove incorrect.
Streaming video over WiFi I get 5 minutes for every 1% drop in battery,for what it's worth.
And there have been plenty of times when I have gotten MORE then 10 hours usage. Using the iPad to play a lot of music with the display turned off will give you great battery life.
Why don't you measure it, then we'll all know. There's no specific answer to your question.
I have ipad3 if I surf for 2 hours I use approx 20% of my battery..

Depends on how old your battery is, how many cycles it has gone through, what the temperature and humidity are, and what the loads on the device are (i.e. what is running on it or being used at the time).
It is not a fixed value, and never will be. It will vary over time, and from one device to another.
