SMS uses the cell voice network, not cell data. Since the iPad is not an iPhone, and does not support the cell voice network, you cannot send text messages to non-iOS devices.
You can use 3rd party apps such as TextFree to send messages to other devices.

This have nothing to do with hw. It is possible to do it, just apple is not activating. Try search swirlySMS and you will find out that it is possible to send standard SMS from any iPad
