Q: Since my plan is set @ 25.0GB, & I have 21.0GB left , in September do I loose my 21GB that I have remaining ?

As you only have 4 GB used, you won't lose anything if you downgrade to 5 GB of storage, but you will lose all the free space you have. As you do not need 25 GB, you can downgrade to 5 GB of storage and you can use iCloud free of charge
